Senior Safety Manager

Responsible for leading the Operational Safety and HSEQ team within the HSEQ department and deputizes for the HSEQ Director as and when required.


Oversees the provision, maintenance, implementation, and compliance with operational safety and HSEQ legislation, standards, and international best practices within the Mobility organization. Ensures all activities and systems are effectively managed so risk is as low as reasonably practicable. Assisting senior leaders, line managers and supervisors to promote an organizational safety culture that puts safety at the foundation of everything we do.


  • Develop, implement, maintain, review, and continually improve the HSEQ Management System in accordance with ISO 45001, ISO 14001, ISO5001 and ISO9001 and other relevant railway regulation, standards, and specifications. Ensure it is fully implemented to meet the continued needs of the organisation.
  • Support the Compliance and Assurance Manager to produce, maintain and ensure compliance with the safety permit.
  • To undertake risk analysis methods to prepare the hazard log and conduct CSMREA Workshops in preparation for safety certificate submission to the ISA for the approval of the regulator
  • Perform periodic reviews for local and international changes and developments in UAE HSEQ legislation, railway safety regulation, standard, technological specifications, research, or lessons learned. Advise the organisation and update the HSEQ management system as required.
  • Contribute HSEQ legislation, railway safety regulation, technical specifications and other operational safety requirements to the legal and other requirements register. 
  • Ensure the HSEQ Policy is established, implemented, reviewed, and updated periodically to meet the continued needs of the business.
  • Develop, implement, and monitor operational safety and HSEQ leading and lagging Key Performance Indicators and benchmark company performance.
  • Provide HSEQ and technical guidance and support to senior leaders, line managers and supervisors in the production and implementation of risk assessments, processes, procedures, and safe systems of work to ensure that risks are controlled as a minimum to as low as reasonably practicable (ALARP) so far as is reasonably practicable (SFAIRP).
  • Manage and maintain HSEQ and operational hazard logs, risk assessment and other risk management activities to ensure they remain suitable and sufficient.
  • Carry out a quarterly review of the Hazard Log.
  • Manage safety approval certification of all traction and rolling stock, and other operators’ traction and rolling stock to operate on the railway.
  • Represent the organisation in consultations, data requests and working groups arranged by customers, Etihad Rail Holding or the UAE regulatory authorities.
  • Support senior leaders and line managers to ensure change is effectively and safety managed to minimise risk.
  • Carry out periodic safety engagement tours and site inspections in accordance with compliance requirements, making sure they are conducted in and out of normal office hours, announced and unannounced.
  • Ensure the competence of relevant personnel is being maintained in accordance with the company’s competence management system requirements.
  • Perform on call duties and acts as the Chief Incident Investigator for workplace and operational rail safety incidents.
  • Respond, investigate, and oversee the investigation of workplace and operational safety incidents with the purpose of identifying underlying, root causes and SMART actions to rectify any identified issues to prevent a reoccurrence and promote a just culture and continual improvement. Ensure the timely reporting of all statutory notifiable occurrences. 
  • Oversee the development and delivery of HSEQ and operational safety briefings, alerts, bulletins, and lessons learnt advisories as and when required.
  • Develop and implement the annual HSEQ plan and annual HSEQ report in accordance with mandated requirements and timescales.
  • Establish and agree with the HSEQ Director, the departmental budget plan and deliver against agreed financial targets demonstrating value and efficiency throughout this process.
  • Ensure that the company meets its obligations for statutory safety reporting to Etihad Rail, OSHAD and the Federal Transport Authority and any other appropriate regulatory authorities and Government departments in the UAE.
  • Produce business cases for investments which will support continual improvement objectives.
  • Oversee the HSEQ training and competence management process to ensure it remains current, relevant and employees develop and retain the skills and competencies required to operate and maintain the Rail network in the UAE.
  • Undertake continuing professional development (CDP) to ensure knowledge remains current and relevant.
  • Act as deputy for the HSEQ Director as and when required.
  • Any other duties as required.


Academic Qualifications: 

  • Educated to a high standard with academic risk and safety achievements
  • NEBOSH National Diploma or equivalent in Occupational Health and Safety, Environmental or Risk Management or Engineering is essential
  • ISO 45001, ISO14001, IS050001 or ISO9001 Lead Auditor certifications is desirable
  • Professional Qualifications:

  • Professional membership in health and safety, risk, environmental management, or engineering is essential
  • Full Driving license is essential
  • Training, Assessor and/or Verifier qualification is desirable



  • 10 years working in a passenger railway operation is essential and experience working under ECTS systems is desirable
  • Tram and High-Speed Mass Transit experience is desirable
  • Experience in SODT and Trial Operations during rolling stock testing and commissioning phases is desirable
  • Large infrastructure project delivery experience including station operational handover experience is desirable
  • Demonstrable experience in HSEQ, operational railway safety, incident investigation, human factors, and non-technical skills
  • Proven track record of effectively managing large and varied teams of people.
  • Possession of previous international experience in the rail sector or similar.
  • Experience in delivering safety objectives within a complex rail organization.
  • Knowledge of railway safety regulations, standards, and technical specifications.
  • Experience in writing complex reports, processes, and procedures


Other Skills:

  • Excellent communication skills are necessary in all forms with a proven ability to speak publicly and present in a professional manner.
  • Excellent English language skill both written and verbal. Knowledge of Arabic is preferable.
  • Able to manage cultural diversity in the workplace and recognize the sensitivities between different cultures.
  • Adaptability and resilience to work in a harsh environment with most of the time being employed in desert locations.
